Canada’s Countermeasures to U.S. Steel and Aluminum Tariffs

On May 31, 2018, the United States (U.S.) announced that it will impose tariffs on imports of certain steel and aluminum products from Canada. In response, Canada intends to impose surtaxes or similar trade-restrictive countermeasures for selected products originating out of the U.S.

The additional 25% or 10% countermeasures will come into effect on July 1, 2018. It is anticipated that these surtaxes or trade-restrictive countermeasures will not be refundable by drawback or refund, nor will be exempt under any Duty Relief programs. These measures mirrors the U.S. restrictions and guidelines.

The listing of goods released by the Department of Finance is extensive. We recommend all importers in Canada review this list and prepare. If you are importing any of the products contained in the listing, you may send your comments or general inquiries to:

Submissions

 

  1. Canadian company/industry association name, address, telephone number, and contact person.
  2. Relevant tariff classification number (to the 8th digit) with full description of the goods of particular interest.
  3. Reasons for the expressed support for, or concern with, the proposed countermeasures, including detailed information substantiating any expected beneficial or adverse impact.
  4. If concern is expressed with respect to the proposed countermeasures for one or more tariff classification item(s), please provide views on ways to alleviate such concerns.
  5. Please identify if information provided in the submissions is commercially sensitive.
  6. Other products that you feel should be added to the listing and detailed explanation as to the reasons for the suggestion.
  7. How would the additional surtax burden your company in detail (e.g. closure, layoffs, details of financial impact, etc.).

All submissions must be received prior to June 15, 2018.  Any submissions received after this date will not be taken into consideration for the July 1 agenda.
